The laws you refer to—like the various Forest Acts and the Criminal Tribes Act—were necessary for revenue and order, turning unproductive wanderers into settled agriculturalists. It was progress, however difficult. From my post, I see nomadic groups as a barrier to efficient land management and tax collection. My duty is to transform wilderness into taxable, cultivated land, for the Empire's prosperity.
