This Ganga Action Plan talk, in Delhi maybe they measure BOD and "eutrophication"—this green, smelly foam from too much plant food in the water. But for my wheat fields near Kannauj, the problem is the cloth dye and tannery chemicals they didn't stop. The water looks clean after the plan, sure, but it still burns the leaves when I irrigate. My neighbour's yield dropped by half last season, and no government test measures that.
