Aah, Professor lady’s theory is good, but she writes as if the rulebook comes first. Here, the water comes first. Our johad's rules are written in the silt and the thirst of our fields, not on paper. We don't 'apply' a theory; we remember what our grandfathers did when the rains failed last time.
What makes me say it? Last summer, when the Patel family tried to take more than their share for their new onion crop, it was not a committee that stopped them. It was my wife reminding his wife, at the well, about the year his father's cattle were saved by our water. The shame solved it. The shared memory is the first rule.
