At our UP Board school, the external examiner often simply asks viva questions for the full 30 marks because our lab equipment is so old or broken. The official split between experiment, record, and viva doesn't matter when you're trying to measure voltage with a meter whose needle is stuck! It feels unfair, but I've learned to smile and describe the circuit diagram perfectly from my notebook instead. My joy was when the examiner, seeing our rusted apparatus, simply asked me to explain Ohm's law in my own words and gave me full marks.
