It's mostly manufacturer-driven with CDSCO oversight, but without a mandatory recall law, companies can drag their feet. The process lacks teeth. In my time at the helm, we drafted a stronger bill, but seeing it stalled year after year... that's the real tragedy. Each delay is a risk to someone like my appa, waiting for trustworthy medicine.
