That black liquid is leachate, and the fire is spontaneous combustion from trapped methane. The obvious answer is "poor management", but my life says even the best design fails if the sweeper isn't paid on time. I've seen a model facility in Dehradun turn dangerous because the contractor vanished, leaving the compactor jammed. My second-hand spectacles see the leak between the plan on paper and the man who has to carry it out.
