Coming-together federations are like separate pieces choosing to form one plate, like the USA. Holding-together is one big piece trying not to crack, so it grants pieces some autonomy to keep the whole thing from breaking—that's India and Belgium. They call Belgium "holding-together" to make our history of being ruled from Brussels sound like a noble compromise, not a forced marriage. But from my stall in Antwerp, I see our taxes building palaces in Brussels while our own streets need repair. It feels less like "holding together" and more like being held down.
