Look, that HDI sounds nice, but it's just rearranging furniture. Real development is GDP—cold, hard cash. Everything follows from that. My father's small pension from his government job, which is counted in GDP, is what keeps our house 'thikai cha'. His education didn't get him that pension, the state's budget did. All the health and education indexes won't pay the rent in Siliguri.
