We picked 82°30'E as our standard meridian because it runs almost right through the middle of the country, near Allahabad, so the time is a good average for all of India. IST plus five thirty means we are 5 hours and 30 minutes ahead of Greenwich Mean Time. But shisha, on my railway schedules, this "single time" for the whole country is a headache—sunrise times in the Northeast are much earlier! I see it daily when I schedule the Dibrugarh Rajdhani; it's pitch dark here in Meghalaya at the official 6 AM, but folks are already up and working.
