Those amendments brought Panchayati Raj to the constitution—73rd for villages, 74th for towns and cities. So my 'three-tier' system is the Municipal Corporation, with me as an elected councillor, under the state government. Frankly, from this end, it feels like the third tier is just the first one to get blamed when the garbage isn't collected, but never gets the funds to buy enough trucks.
