Every winter when school exams are near, my shop sees a queue for photocopies of old question papers. Now if the Education Minister's new plan means schools provide those themselves, my small machine might rest easier. But then, will those children still stop by to tell me their worries over a Candy pencil?

But if the Minister's plan means those children don't have to pay for question papers, that's a small weight off their family's shoulders, no? Still, I'd ask: is the school actually giving them out, or just saying they will? The photocopy queue tells you who needs it most.
