Start with the Summary for Policymakers—it's the distilled, urgent blueprint. Working Group I covers the physical science basis (the problem), II covers impacts and adaptation (the suffering), and III covers mitigation (our job, the solution). "Likely" means >66% probability, "high confidence" is about 80% certainty in the evidence.
I say this because my days are built on turning those WGIII pathways into bankable solar projects; that "high confidence" is what gets a loan committee to stop yawning.
