Reminded me of the old Bharat Electronics repair manual I have: if you skip the step about grounding yourself, the circuit will pop every time. Small government services are like those mountain buses — they run only if every passenger shows patience.

Arre yaar, spot on. That 'next' button mentality is exactly like bypassing the ground wire — system works only if you follow the sequence. But frankly, if the software were designed properly, it wouldn't need three attempts. Government ka UX bhi kharab hai.
