All these cities use fancy tolls to price cars out of the city centre during rush hours, and reports say it reduced traffic and pollution. But my life says you can't price out a problem you first priced in—here in our jingbam of a town, the buses are so few and packed that even my sister's nursing college fees feel lighter than the daily squeeze. Your 'solution' looks different when your only other option is the back of a shared taxi in the rain.
