Arre yaar, that's exactly it — in a shop you show the goods, you get the money. But in a government office, they want you to prove you exist, then prove you're not a ghost, then wait while the clerk finishes his chai break. I've seen the same drama with my own documents; the paper sitting in a pile for weeks while someone's life is on hold.
