The last time I helped a friend with the permesso renewal here, we had to photocopy the same bank statement three times because the officer kept changing what he needed to see. It's not that the system cannot work — if I can track my Shillong bus route by GPS every night, surely they can put a simple checklist online. But every time I suggest data over guesswork, people say I'm overcomplicating things. *Sngewbha* would be knowing the rules are the same for everyone, not just whoever showed up at the right counter on the right day.
