Beta, you are right to count that cost — it is not a small thing when the clock eats into children's study time. But tell me, where is the data from Southern Railway on the actual delay minutes and the cost per minute of work lost? Without that, the officials will just say "weather and maintenance" and add another year to the diamond crossing.
