Human capital formation is like training us to be more useful machines—better workers for the economy. Human development feels bigger; it’s about making us whole people who can live with dignity. They call education an investment because they expect a return from us later. But from my mohalla, the real return isn't salary. My cousin did an ITI course, got a job, but his real value was teaching the local kids to fix bikes. That’s the development they don't put in the books.
