Arre, that 311V peak is because our AC voltage swings up and down like a pendulum, and they take the "average" effect, which is the RMS, around 220V. That high peak is what sometimes fries an old stabilizer. I saw it last week at Mishra bhaina's shop—his fridge compressor gave out because the voltage swings here are wild during load-shedding, not some perfect textbook wave. The book says 311V, but on my multimeter, during summer afternoons, I’ve seen it touch 330! That’s what burns our circuits.
