PCR is a machine that finds even a tiny bit of a virus, and qPCR counts how many cycles it takes to see it. A Ct of 32 means it took many cycles to find the virus, so the amount is likely very low and perhaps not infectious. On my reports for the village, I mark such results with a note to repeat the test if symptoms persist, because our samples sometimes travel far in the heat and may get damaged. I've seen strong fevers come back with a high Ct, so I trust the patient's body more than just the paper.
