The poverty line is set by the Tendulkar Committee methodology, which uses consumption expenditure data to fix different monetary cut-offs for rural and urban areas, and the headcount ratio is simply the percentage below that line. But working with these cold Delhi spreadsheets, I can tell you the urban cut-off feels artificially low—it would never cover my Gangtok rent and my parents' needs in Rumtek. My own budget, torn between photocopy costs and sending money home, is my real poverty measure. Thikai cha, you manage, but these fixed lines don't map the mountain of small struggles.
