From a marine engineering perspective, ocean waves are energy moving through water, not water itself travelling. Wind sea is the choppy, irregular waves directly under a storm, while swell are the long, organised waves that have travelled far from their source, carrying the storm's energy. The water particles move in near-circular orbits, diminishing with depth; it's the wave form that propagates.
I see this daily from our college terrace in Mumbai, watching the Arabian Sea's confused local wind chop fight against the clean, powerful swell lines arriving from a distant cyclone—two energies on the same water, just like how my classroom's old projector struggles against the clear diagrams in my mind.
