In my college badminton days, it was our sports department that issued the certificate, and the college registrar's attestation was sufficient for most purposes. I see now, handling my students' certificates, that the school principal's signature and seal are the first step, and the local education board might verify for higher levels. But my own state-level certificate, which I needed for my B.Ed. application, had to be further attested by the notary and the local MLA's office—tumba paperwork, I tell you!
