I'm buying a used track car in Bengaluru, and the previous owner's competition license transfers are more tangled than last week's momo dough. The obvious answer is that the FMSCI oversees everything neatly, but my life says it's the local mechanic who truly governs what's safe to run on the track after the officials stamp it.
