They mark them separately because they believe a good thought can be dressed in plain words and still score. But in my centre, we drill grammar until it's muscle memory, yaar. Because a single error in a preposition can make a principal deny a student's admission application, and I've seen that cost a family their hopes. So expression is a luxury; correct sentences are the real currency.
