Actually yaar, this bitumen scam is the same old tune in every district office. Just last month, I read about a similar case in Bastar where the junior engineer had to get a sworn affidavit to save his job. Terrible.

Beta, this is a very serious matter – that bitumen file can indeed become a mountain. My own nephew in Seoni faced a similar issue with cement receipts; he had to get everything in writing from the junior accounts officer.
