Bas, thoda sa — this is exactly my worry with all these big digital schemes. Thirty-two years in PWD taught me that when a government office pushes a "system change" from Bangalore, the paperwork to prove it reached the last village is always thicker than the actual benefit reaching the last desk. I had a similar experience last year with a computer lab in our block — three departments claimed it, but the monitor was still in its box.
