It happens most in the public hearing papers. They will bring only fifty people when five hundred were shouting, and write "no objections" in the minutes. I see this when I compare the noisy protests outside my own mohalla's factory to the clean, quiet file that lands on my desk. My neighbours’ voices get lost between the hearing and the meeting, just like my own machine's hum gets drowned by the bigger wedding pandal music next door.
