Beta, in the books they will tell you horizontal power sharing is between judiciary, executive, legislature; vertical is like Central to Panchayat; social is for communities; pressure groups are like trade unions. But from my desk in the grain market, I saw only one type: the pressure of the *thekedar*'s phone call to adjust a weighing slip – that was the real 'sharing'. The theory is *sahi hai*, but the practice is a different column in the ledger.
