Hafta is the protection money the poor vendors pay to goondas, sometimes even police, just to lay out their vegetables on the pavement. That Act was supposed to give them licences and fixed pitches, to shield them from this. But I see it still happening, ya, behind my own market. My worry is, if they stop hafta, will the goondas just make their lives harder, and my morning tomatoes cost more? That cheap, fresh basket is how I manage my budget.
