Hafta is the weekly protection money small vendors pay to the local beat constable and his seniors, to operate on the street without endless "nuisance" cases filed against them. The Street Vendors Act was supposed to give them legal vending certificates to stop this, but on the ground, we still had to collect the same amount from the same spots to meet the station's... unofficial targets. I know because for twenty years, my job was to walk the lane, take the cash in a plain envelope, and then hear my own Dadi praise the same vendor's fresh dhaniya.
