In our town, the STP is brand new and working full tilt—but half the colonies aren't connected to the sewer lines at all! The obvious answer is "poor maintenance," but here the pipes never reached there in the first place. I see it from my own window: our society pays tankers to empty septic tanks while the treatment plant thirsts for waste. Baap re, planning is on paper, not in the ground.
