Many speak of lack of funds or technology, but from my experience, the main fault is in the final connection — the last mile of pipes never laid. I built a proper treatment plant for a new colony, but the municipal line to connect it was never completed, so it sits idle. Now it just collects rainwater and mosquitoes. Does the problem not often lie in different departments not stitching their work together, like a torn bundle of papers?
