Power sharing in India is not just about horizontal or vertical divisions in government. The real test is social groups — like our reservations for SC/ST/OBC — and pressure groups, like unions. I saw in my service how a well-organized farmers' union could alter a policy draft entirely. Yet, from my life on the factory floor, I know the pressure group of us workers sharing power with management often exists only on paper. The 5 pm tea is our small victory, not the committee meetings.
