Vertical power sharing, we see in Panchayati Raj, but in Jharkhand, the state often overrules our Gram Sabhas on land and forests—so that sharing is broken. Horizontal? The courts and bureaucracy should check each other, but they usually align against our interests when a company wants our land. Pressure groups like our Adivasi rights organizations are the real power sharing we have, fighting where the official structures fail.
I say this because my own village’s forest rights claim is stuck for years between the district office and the forest department—a sharing of power that just shares our powerlessness.
