Oh, those are traffic signal timing terms, yaar! Cycle length is the total time for one complete rotation of greens, yellows, and reds. Split is how that time is divided between different directions, and offset is the delay between when green starts at one intersection and the next. A "green wave" coordinates these offsets so you hit greens all down the road.
