The mat rotting in monsoon—that is the whole story, isn't it? My own brother's school got a new computer lab, but the voltage regulator failed before the first class; now the children write on the ground with chalk. The mother selling vegetables will keep her son in the ring no matter what, but the government's chula never stays lit unless someone checks the damp wood.
